I'm not terribly fast myself. I'd say two rounds so long as there's nothing stopping people from playing a pickup game afterwords if they don't want to shop around elsewhere.

Also important is the fact that the hotels in the inner harbor are VERY expensive ($269 is the best rate I found at Days Inn) and they are booked already for the night of May 9th.  I HAVE to go down on May 8th to set up and if anyone is interested in, uhm... piling into a room to save costs (there is no subtle way to put that) please let me know ASAP.
As it stands though I will not be hanging about for the post tourney nightly festivities like last time.
EDIT: The Hilton Inner Harbor is actually attached to the convention center and has a better rate than the oter hotels! I checked it out and they are $219/night and they have availability. I am booked for two nights (even though I may only stay the one).

I'm coming to GD only for Epic. I am fine with either format. 2 rounds allows me to check out other things, 3 rounds is just lots of gaming. I am entertained regardless.
I however vote for 3000 pt lists no matter what the format is. (2 or 3 rounds)
I presume the format won't change the lists you posted earlier as what is going to be allowed? (Can't decide between Orks, Speeds or OGBM..yeah I know)

I would prefer 2 rounds as that would be more casual and let people look at other areas. And as mentioned, if people want to play more they can always get a pick up game in.

Okay, it is a tough decision for me since I always like more playing, but I must grudingly defer to a 2-round tournament.
Tournament Game Times: Check in time: 0900-0930 hours Round I – 0930 to 1200 hours Lunch Break – 1200 to 1245 hours Round II – 1245 to 1515 hours Winners and Prizes Determined – 1515 to 1545 hours
This will allow people time to take pictures, enjoy their $9 burgers, and take their time in the games. From experience I have found that most games don't go past 2 hours anyway so your lunch may actually be a fun relaxing experience.
Also, with games ending around 3pm, that will invariably free up some table space for grudge matches and casual play.
I'll post this officially soon.

I think this is probably the best and lest stressful way of organising things. Good job!
