EW Centurions are excellent proxies too
This is very good info to know, thanks Zap.
Some general ramblings and thoughts since using the Ministorum lists. Please note these are my own opinions and ideas and in no way official. If anyone wants to contribute/criticise or point out problems please feel free. All help appreciated.
Zap those are fairly similar to my own stats. Riot Troops (6+ fixed save, for shield and +2 Caf for shock mace), Enforcers (15cm 4+ to hit shotguns). Add some Arbite Bikes (Judge Dredd?), Sonic Riot Cannon APC, Chimera and sonic support weapon plus a Judge commander maybe even some Penal troop odds and sods?.. (Penal troops may be better in PDF list only)
I still think Inquisition Stormtroopers should get a slight mention in this list. Nothing too heavy.
perhaps 6+ save, +1 Caf and Hellgun as lasgun. Independent detachments and HQ's (no requirement IG/PDF command rules) and some Chimera or Valkyre to transport them. Perhaps a few variations of Inquisitor and/or Inquisitor Lord. General Inquisitor, Malleus, Hereticus and Xenos.
Frateris: Militia (As is), Militia Cavalry (+1 Caf, x10 units), Militia Scout Cavalry (+0 Caf, x5 units, Infiltrate), Crusader Pilgrims (x10 units stats as IG Tactical with a Missionary HQ) Martyrs, Militia AT Rocket Squads, Trucks and maybe some support weapons but nothing too heavy.
Oh, and not forgetting the Ministorum Cathedral Praetorian, nudge, nudge, wink, wink, eh, eh?.. 
What I would like to drop from the Frateris list - Heavy weapons Squad, Bikes, Tactical Squad, Mammoth (It costs the same as a Sabre Company, leave for PDF), Sabres (I feel this is a PDF weapon too), Recon Vehicle (I feel this is should also be exclusive to the PDF and the Militia Scout Cav are more likely for a Frateris list), Marauder Fighter/Bomber (But that is from the SoB list)
