My freind have a basilisk formation (9 ) and they can do too much damage to my eldar troops and to my waveserpents.
What can i do so i can use the eldar abilitys???

Yes what Hena mentioned, and another is the Eldar titans. You can often be in a position turn 2 (or even turn 1 if you double sometimes), to unload some pulsars and effectively wreck that artillery company from quite a distance away. The Eldar titans are also pretty immune to arty.  Same deal with a Storm Serpent - sneak up close and unload an attack.

One thing I might be disagreeing with Hena on is Wave Serpent transports. I'd definitely keep most troops inside them vs artillery.  If you come under artillery fire on average MAYBE you'll lose one. If your troops are unloaded you will likely take much heavier damage to the formation.

on the first round of battle does the troops must be in the transport???

No, you can start loaded or unloaded. Actually fairly typical to have many types unloaded.

This confusion appears because reinforcements (units arriving after the first turn) must be in transports if possible. However, units starting the battle on time do not need to be loaded up.
