I couldn't make out the details in those pics but have you considered the EW Zombies? If given a less rotting looking paint job they could look like slaves with tattered clothes. Not sure if that is what you're after?

Yes, those are "almost naked" slave and prisoner from the 40K Dark Eldar Raider model ... Hmmm ... I don't know of any 6mm like that ... But WMN's idea to use some E/W Zombies may work.
