That would be good.  I've always found wiki's inherently difficult to navigate.  A static web page with a direct link to the current official rules, and the latest annual would be necessary.

IMO the above describes some of the reasons why the response to E:A has dwindled over recent months & years, which is precisely why I believe there should be a documented approach. So what I am hearing boils down to:-
- The Current set of rules,
- The Experimental set of rules,
- Work in Progress

Where both sets of rules additionally contain the army lists, FAQ, Committee and Champions list, and the Review Process; the Experimental version containing the proposed 'mature' modifications applied to the Current rules (in effect the current "Handbook"). Work in progress would be a series of locations for the various Army lists and revisions that were less mature, and possibly the location for other documentation relating to the people involved and the Review Process.

Where possible, I would recommend that we have a central repository with links to it rather than several different locations for obvious reasons. We should also be very carefull regarding security and access to this location, possibly using a "Gatekeeper" like CS to monitor and maintain the documentation.

Finally I would still recommend some form of Calendar to publicise when various actions are intended to happen (which should be quarterly IMO). This would cover the FAQ review, minor clarifications, changes in personel etc, and would also provide some impetus to the process even though the Experimental rules may remain essentially unchanged for several cycles.
