I'll try to dig the Aeronef books out of storage; but if I remember correctly, there is no specific fixed amount, there are just proportions which are liad out in scenarios. You can have a game with a handful of Nefs, or one with dozens.

Vis correct, players decide to use whatever they like

BTW a Division was historically a smaller component of a Squadron, which was made up of 2-4 Divisions
