Well. it's a little different as the two Chaos lists are already "done" and the Ulthwe list is just a slightly altered Eldar list, so they don't require as much effort to develop, but I understand your concern.
Using up so may lists takes the opportunity away from another possible supplement.

I think all the lists I'm looking at are completely appropriate for an "Eye of Terror" supplement; not really sure where else they'd be used.

I think this thing is easier as well since I'm not creating anything "whole cloth", just "converting" the already existing Eye of Terror stuff; similar to how the EPIC:A rulebook just recycles the Codex: Armageddon info.

With you having to create a whole new backstory, etc, I can see that being a *LOT* more work/difficulty!

Space Wolves inc 13th company would be good. Sadly I have never seen a good list for them yet. Plus i haven't a clue how to do it myself. the units are easy enough but how to make things like grey hunters and the like work in Epic?

You could however have another supplement using some of the Armies people are talking about possibly adding.

If Black Crusade focuses on the Chaos offensive against the Imperium (and thus includes Black Legion, Chaos Cults, and Cadian Defense force) another supplement War within the Eye* could include a Daemon focused Chaos list, Daemonhunters, and Ulthwe.

If you tried to include the multitude of list that could be included in Black Crusade in the supplement the list will just grow and grow.
At the moment the list for possible inclusion are (in no particular order):
1) Black Legion (definitely)
2) Chaos Cults (could be held off for a later supplement or as an addition - like Speed Freaks)
3) Cadian Defense/Garrison Force (needs development but definite inclusion)
Cadian Strike Force (iffy in my opinion, can probably represent this well using other list)
4) Daemonhunters (I am against an independent Inquisitorial Force, but has possibilities)
5) Ulthwe Strike Force (argument could made to include this in the top 3)
6) 13th Company (honestly it would be all infantry, but an Imperial Agents & Allies similar to the Imperial Navy and Titan Legions might contain them)
7) Death Korps (at the moment being in their own supplement but fit well into the 13th Black Crusade)

On using the Eye of Terror background, it is bigger than Armageddon.  Whole sectors were fought over, not just a single world.  It has a bigger story.

So if I was developing the supplement I would use the following list and focus on them:
Black Legion Chaos Space Marines
Cadian Defense Force
Ulthwe Eldar Strike Force

This would save the Cult list for another supplement (say Epic:Siege) and have the primary forces involved in the 13th Crusade.
