There's no rule against punching your opponent in the stomache and stealing his armycase too.

In all seriousness is the simplest thing to simply restrict commisars to being only eligable in the core army list and not for allied arms as that is what is being got at here?

PS- i should qualify my suggestion of spacecraft by noting that I have never done anything as beardy as that- was merely trying to suggest that that was the only obvious other unit. :)
