Totally depends on how much you're planning to "air drop" in the Vampires.

Yeah... what Chroma says. Personally I find 2 Vampires and 1 Phoenix is usually more  versatile.

I am new to the game so i buy some miniaturs.

Right now i have enough guardians for three warhost with two wraithguard and wraithlords and support weapon upgrades.

Some guadians for troupe.
nine FALCON
nine WAVE SERPENT
one formation of NIGHT SPINNER
three FIRESTORM
one formation of JETBIKES
two formations of VYPER JETBIKES
one formation of WAR WALKER
ten RANGERS standes
seven DIRE AVENGERS stands
seven FIRE DRAGONS standes
five DARK REAPERS stands
five STRIKING SCORPIONS stands
seven SWOOPING HAWKS stands
five HOWLING BANSHEES stands
four WARP SPIDERS stands
one PHOENIX BOMBER formation
and one VAMPIRE RAIDER

I thinking to buy additional VAMPIRE RAIDER or PHOENIX BOMBER.

What do you think i should get?

Well, with that many Aspect Warriors, you could easily do two nasty Aspect Warrrior Warhost drops if you had two Vampires:

Assault Load-out
4 Dire Avengers
4 Striking Scorpions
2 Exarchs

A very nasty ground assault formation, getting 18 attacks, plus the two from the Vampire.

Shooting Load-out
4 Dark Reapers
4 Fire Dragons
2 Exarchs.

This one is good for shooting up enemies you've setup for crossfire with other formations, as well as an excellent firefight/support formation.

Firststrike Load-out
4 Howling Banshees
4 Warp Spiders
2 Exarchs

This setup is good for "clean-up" assaults against unprotected enemy formations and can be quite deadly.

With the models you've got listed, I'd recommend 2 Vampires... heck, maybe even *three*!

Guardians are also nice for dropping.  They are cheap so you don't have to freak out too much if your vampire gets shot down.  And having a bunch of guardians drop, assault, consolidate 15cm and be ready to have an Avatar pop out on your opponents rear is enough to give him pause.  :)

Vampires are good.

Pheonix and vampires can both be good against basilisks and Leman Russ. However I also find a phantom nice against these, especially with hit and run.

I'd probably give the aircraft a go first , depending on the opponents anti-air capabilities.

It all depends...  Eldar titans I find to be quite flexible, but they still need support (like other titans).  Phoenix bombers are still my favorite unit in the game.  I know that contradicts the advice I gave you but I find them to be excellent for brutalizing the IG and Orks.  Great armor save, AP, AT, and BP disrupt weapons.

Bringing airpower in any form will force your opponent to drop points into AA or airpower of his own, taking away from his upgrades and/or needed activations.

If you want to deal with IG artillery, Phoenix bombers are my favorite, followed closely by Void Spinners (if you are playing the short way across the table).    

Your best friend against Lemun Russ (or any of the SHTs) is undoubtedly the Shining Spears formation, ideally upgraded with exarchs and combined with a Storm Serpent.  Bring the Serpent up to lay a BM on the Russes.  Use your retaining move to bring the Shining Spears out and get every single one of them into base-to-base contact.  Your lance attack will negate his reinforced armor, making you equals on defense.  However, you will be CC at 4+ while he will be at 6+.  Your two exarchs will negate his one commissar.  And if you have placed a BM with the Serpent, you should go into your assault roll at a +4 on the dice.

But getting back to the Guardian loaded Vampire, that can also be your friend for setting up hack down hits as well without chancing a lot of points behind enemy lines.

If i have two exarchs in one formation doesn't it give me +2 to the roll for two Inspiring Characteres?

Yes - I probably should have broken down that number for you...

8 Shining Spears plus two Exarchs will hit 5 times on a 4+.  4 of those hits will be lance hits, negating the Reinforced Armor on the Russes.  That means that you will get just over 2 kills on the average CC assault with Shining Spears.

10 Lemun Russ, each close combating at 6+, plus the commissar, will kill about one and a half Shining Spears.  So the difference between the two kill numbers is about +1 to the Shining Spears.

+1 more for two Exarchs - one Commissar.

+1 for you having no BMs.

+1 for him having more BMs.

So you should be roughly +4 going into the assault.  The Shining Spears are also good for clipping with a decent 5+ FF.   I actually played a tournament game where I used the Shining Spears three turns in a row, two of those as a firefight clipping assault and once as combined assault with Warp Spiders.  I brutalized the IG.
