Should the focus lost and damned forum shift to the rules and a chaos space marine one open up now they are official?

The location of the EA Development boards does not necessarily denote the status of the rules. Boards in the EA Development forum really state that the Epic Army Champion is watching, and that therefore any discussion conducted there is 'semi-official'. Boards in the generic EA rules development forum are 'fan based' and while as good quality as official rules in most cases, they should not be confused with official updates from SG.

The idea was to keep things as clear as possible for players to know which rules alterations were sanctioned and which were suggested house rules.

That means TRC's Siegemasters rules changes really should be in some kind of EA Development section.

This is very true. However, when these boards were set up, both the Orks and Siegemasters lists were pretty much finalised, and so discussion was judged to be relatively low. Therefore, a dedicated board was felt unrequired.

If Chris or Neal would like a development board here, then they are welcome to have a home.  :D  (And this goes for any SG ACs.)
