Well, don't ignore my qualifier ?- battle - tank, and only using the IG list as a comparison. That means Leman Russ varients.
So you think 20 knights is a high number for a 3000 pt knight list? I disagree.
Ok, so next question, what should the infantry and supoport formations consist of? Typical IG formations (i.e tech guard - artillery/mech. infantry/armoured formations) or a more limited selections (perhaps less vehicles and more fodder type infantry a la the LatD list).
Do you see chimeras being common? Leman Russes and varients? Artillery?
What should the weaknesses of the list be?

I don't think that drovers should have anti-tank weapons like lascannons. The old fluff implies that the peasantry weren't given heavy weapons so they couldn't rebel.
