If I were the Mad King of Forgeworld, I'd have my Epic sculptors focus on two things:
1. Chaos conversion bits. There's a huge following and demand for Chaos, a lot of which could be met by providing bits for converting regular GW/FW models to chaos models. Honestly, there's very little market for the extreme niche vehicles they're producing in the Space Marine and IG lines, but there are tons of people who would be interested in Chaos.
2. Necrons. The rationale behind this is twofold: one, they're a popular faction, enough so that people would buy into it, and two, they have the least number of pieces that would have to be sculpted/molded to field a solid army. There are really only four basic types of products needed: Warriors, Destroyers, Tomb Spiders, and Monoliths. Everything else is a conversion of those four core products. Add in Pylons and some kind of Titan, and you're all set. Compared to the vast number of iterations of pieces for the other factions, it's a very easy faction to set up and market. For the specialty pieces (Lords, Flayed Ones, Immortals, Wraiths, etc.), a character pack could be available. Finally, a conversion pack would let people fill in the gaps, containing things such as the longer weapon barrel for the Heavy Destroyer, the Pariah, the upgunned Spider, etc.
Everytime I talk about GW marketing, I start hearing the opening strains of the Scarecrow singing "If I Only Had a Brain" somewhere in the background...
