Is any army truly finished?  I mean, you can never have too many tanks!  :p

Anyhow, my list-

upgrading my IG to all camoflage
painting a second coat on the Black Legion
actually getting my LatD out of its box
my Imperator Proxy Project (IPP!)
my stillborn fortifications project
my GHQ Terrain maker kits, 6 packs of octagons still in the bags
terrain here and there
Necomunda - 2 gangs barely basecoated, +some Spyrers
Necro terrain-can you ever have enough?
Necro elevator project- assembled, no paint yet
Paper mache` terrain project- 5 years old, still sitting in a crate.
Grandiose plans to collect every Epic army in existence- on hold due to massive budget funding shortfalls.  :p

Oh, I almost forgot a couple:

the project to use the Testors inkjet print system to print all tiny decals for my IG: on hold due to high cost of special paper, and insanely small decals.  :p
    Paper buildings:  print em, cut em, past em to card stock:  printed em, no futher action noted.

Model kits surely don't count! Do they? OMG I'm doomed! I still have unfinished models from when I was 8 years old!

One model that I really do have to get started on is the B5 Star Fury that I picked up. I've been worried that I won't be able to do it justice since I'm not that familiar with the series.

ACk!  I still have a B-1B model (huge thing) that I halfway finished, then decided to attempt to wire it with working lights....equipment bought, no futher action.
Along with an F-4 Phantom/Mig 21 combo kit that is still in the box, mostly... I started on the phantom, but somewhere along the line, the cockpit assembly got lost, and I lost interest...no further action.

Now that I've consolidated all my unpainted lead from the 3 different locations I had it stashed I now I have a stack of boxes containing blisters and only blisters that measures 2 feet x 4 feet x 4 feet...

And thats just my lead... and I have less than no idea what I have anymore...

As soon as I get to take a week off work theres going to be a stupid amount of stuff going up on ebay.

I could say the same thing. I do not think an Army is ever really finished.....

Not counting the plastic models I've picked up for conversion fodder:

Finishing the Desert Tau (4-5 battlesuits with Goblin green stripes).  Declaring them done once that's been accomplished.

Tau ESWAT:  In process of converting all the Battlesuits.  Infantry are primed, and will be painted now that I've found paintbrushes, and two Devilfish have been built and basecoated.

The (40k) Dark Angels 5th (Battle) Company is on hold until the new DA codex comes out, although I physically own enough Marines of the proper varieties to field them now.  Still working on Transports, including a scratchbuilt Thunderhawk converted from a 1/32 scale A10.

I'm roughly 30% done with having enough 6mm Marines to build the Dark Angels Chapter.  Now I just need to acquire funding for the entire support (Thunderhawks, and Vehicles).  Roughly 30% done with the Dark Angel's fleet, as well.

Still working out the list of Epic Tau to acquire, as well as the paint scheme to use for them.  The Desert scheme would make L4 happy, and looks good on the vehicles, but the ESWAT scheme looks outstanding on the 40k Devilfish (Blue Angel Blue hulls with white cupuloas and hatches).  I believe that I'll end up using that scheme on a few models anyway, on general principles.

Warmachine Cygnar and Khador armies under construction, along with Hordes Circle of Orboros and Legion of Everblight.

FoW Italians and British SAS/LRDG, planned expansion to 8th army and DAK.

I have a pile of Confrontation minis that I bought because they looked cool, but the Confrontation game is too fiddly for my preference.  I'm probably going to offload those.

I have been picking up some Infinity pieces as well, and have starter boxes and drones/remotes for PanOceania, Yu Jing, and HaqqIslam.  I still want the Ariadna starter box, and I'm waiting for the Nomad box to be released, along with the Nomad Szalamdra TAG.  That's one mean-looking suit.  All the Infinity stuff need to be painted still, but I need some more skill before I can do the minis justice.

That's the major stuff, not counting other projects I have going, like the Exalted 'Legions' project...

Recently I decided to "complete" all my pending projects.

After making the list it was a bit ridiculous and I started giving stuff away, most notably a dozen 40k sm models. old space orks, 1/72 Ancients that I didn't like...

I still have two 1/72 tanks that I am not sure I'll ever build and also got to get rid of Axis and Allies Miniatures (what was I thinking?)

The reduced list of projects looks now like this:

Epic
Legacy Blood Angels
Legacy Eldar
Orks
IG (one day)

WAB or Warmaster Ancients
any 2 armies to try these games.

WW2
6mm GHQ American and German so I can try various rules (FOW, GHQ, Blitzkrieg Commander and Crossfire)

Boardgame
I have to paint my BB figures that date back to 1990...
and must paint the Doom figures that came with the boardgame...

The good news is that I recently got "liberated" from
2 things that always held me back: need for perfection and the need to have the entire collection of a given army.

I just dive right into the project, do my best and don't worry too much about the outcome, if it's good then great, if it's not then I know what not to do the next time.

Regarding the need to have the entire collection: I just say to myself: only aquire or keep the best! For example at this moment I don't like deth koptas, so out they go and I'm not wasting one single minute on them, maybe some other time ...

The other thing that helps my morale is to define when the army is "finished". Any subsequent project is complimentary
and feels like "added value".

Last thing, the Ork army I just finished was started early 90's, I never want want to have to play and look at an unfinished army for 15 years in a row again... :D

Uhm... Oh my... Where to begin... Well off the top of my head it is something like this:

Paint 20.000 points of Eldar
Paint 15.000 points of Chaos
Paint a Dark Angles army
paint a Pre Heresy Salamanders army
paint a pre heresy Death Guard army
paint a hugle pile of beetlebacks (rough guess is 30 models)
paint 10.000 points of Orks + about 10 more Gargants
paint 25.000 points of IG
(re) paint my BFG Chaos fleet
finish my Cityfight terain
Try not to be tempted to start a FoW army...
