Most of those changes seem to make the Deceiver BETTER if anything. Being able to land boatloads of extra blast-markers before the necrons assault. And even being able to foul up the enemy command structure. That's really nasty. For now I'd just suggest moving First Strike to Nightbringer and (maybe) adding a second scythe attack. He IS the master of terror and destruction after all. He's gotta have all kinds of tricks about how he arrives in battle to scare the living crap out of his enemies and make them hesitate. In the fluff-material he's recounted as doing things like coming out of the ground below their feet and scattering units around him before slaughtering them among other things.

I honestly don't disagree with you Lord Inquisitor, but I don't operate in a vaccuum.
I can almost garuntee that any rule like that would cause them to kill this list on arrival, without any real consideration as to whether or not it was reasonable, in character, or balanced.
Frankly, the Deciever's 40k ability is too small of an effect to be noticable at the Epic Scale, and any real attempt to accurately represent it will be fought to the bitter end.
Now, having said that, I do think it would be a good idea if you could playtest some of your variation ideas. Let's see how it plays out.

Hojyn - no worries, can't always keep track of threads.
I know Necrons have a bunch of special rules, but then so do the Eldar which doesn't stop the Avatar from having his own personal special rules. While special rules should be kept to a minimum necessary, I feel the C'Tan is special enough to deserve it...
While the Dispair thing may be similar... it wasn't my favourite idea, just a suggestion. However, "Supreme Commander" really doesn't do it justice. Every army has a SC, and that doesn't quite cover the deviousness of the Deceiver. Plus Nightbringer is also a Supreme Commander. Of course Deceiver should be a SC, but something should mark him above and beyond the Nightbringer's level of SC...

My suggestions may make the Deceiver more or less powerful, but that's easy to fix. That's not really an issue! That comes down to fine-tuning, not the conceptual framework.

I'm not trying to twist your arm here, just defending my suggestion. It's not like I even have a Necron army, I just like to pop in when a thread catches my eye...
But it seems silly and ... sad that you think the list would be shot down because of a special rule. Considering the Space Marine, Imperial Guard, Ork and Eldar lists all have units with special rules it doesn't seem that farfetched...
I will have a go at playtesting it, and I'll let you know how it goes, but I don't get a lot of Epic games here (not to mention my EC and ITF need work... )

Considering the um... "spirited discussions" I've had with some of those people who were opposed to a special rule simply BECAUSE it was a special rule has left me somewhat paranoid on that account.
