Yes, I think they painted Guard cultists in black with red trims.

And red eyes.  :p

Use Imperial Guardsmen for your Cultists. I'd paint them some dark sinister colour like what was uggested above or perhaps a dark shade of purple.

Generally speaking the easiest way to paint Epic minis is using drybrushing and washes and then picking out details with a small brush.
If you were to do some fairly basic cultists in say purple I'd go about it like this:

Step 1: Spray undercoat the stand black
Step 2: Drybrush the desired colour (in this case purple) all over the model
Step 3 (optional) Another drybrush just picking out the top highlights
Step 4: Pick out details like guns and faces with a detail brush.
Step 6 Sand, paint or flock your base.

Of course this is very basic and you can do a lot more detail if you want.  The trick to painting Epic miniatures is to use fast techniques for shading and not to do too many small details. Remember you'll be doing a LOT of infantry so if you plan to paint faces with multiple shades of highlights, eyes, moustaches or whatever you'll quickly find yourself bogged down with nothing getting painted.

Cheers! :)
