The only way they're going to acheive activation parity/advantage is through breaking enemy units really on in the game through heavy use of drop podding and air attacks.
I think this makes sense, but it's a shame that the iconic BT Neophytes don't really work.
On the list, is it necessary to attach the LRC's to the Tacticals?
Just a purely theoretical idea ... if the Tacs could get by without attached transport, you could use those points for a separate fire support formation instead of transport/assault. That would give you another activation and instead of having 2 moderately fast formations, you'd have one fast and 2 slow. The initial drop/assault wave should be just as strong, as you'd be able to put the fire support armor into support range and actually line up more support attacks. You'd have more combined assault options with the Marshall for a little bit more flexibility in how you set up a major assault. Three formations in the follow on turns should be as flexible even without the transport speed.
Of course that pretty much removes any characteristic BT traits except the Emperor's Champion - No LRCs, no Neophytes.
