not too hard, I normally run 11-12 activations at 3k with my steel legion, but then I do use planes and warhounds.....

although your 4 main formations are solid, I'd be wary of being out-activated in the 3rd turn, I suppose the proof will be in the pudding, try it out and see how it performs for you :)

Geht aber, dass man mehr als 9 zusammenbringt. Possible to get more than 9 activations.

Also fits the Valhallan Theme IMO. Have also thought how to play my mass of Valhallans. Wether Ogryns are fluffy or not, they are included to give more Punch in an Engage-Move.

Things i would avoid for Valhallans:
Ratling Snipers
Ogryns
Stormtroopers
Rough Riders

Things which fot Valhallans:
Lots of foot Infantry
Acess to very poor (Conscripts) but also veteran Infantry.
Fire Support Squads

And indeed Cadians would fit best.
Use lots of Whiteshields.
If artillery choose only Manticores (Katyushas)
Use Kasrkins (Veterans)only as upgrades.
Don't take Battle Psykers.

Still, I don't like the Cadian list, too much focus on Superheavies. But now for something completely different:

ORKS. I need a (good) tournament list but I am not comfortable enough with Orks to actually get a feeling of whats Good and whats bad. The tournament is at 4000 points which is not my kind of forte, but well. If I keep on nagging, it still won't change. This is my current point of view for 4K, Ghazgkulls Warhorde:
Clan names are only for aesthetical reasons. No cheesy special rules involved here.
Death Skullz Big Warband (Warlord)
Blood Axe Blitzbrigade (Oddboy)
Death Skullz Big Blitzbrigade (2x Oddboy)
Evil Sunz Kult of Speed (all Bikes)
Bad Moonz Big Gunmob (2x Oddboy, 2x Nobz)
Goff Warband (Battlefortress)
Death Skullz Warband (2x KillaKan) --> Landa
Blood AxeWarband (Commandoz, Battlefortress, Flak)
Death Skullz Big Stompa Mob (SupaStompa)
Stormboyz (2x Koptaz)
6 Fightas
3 Fightas
1 Death Skullz Landa

I am currently thinking of dropping one Fighta Bommer for two Stormboyz dtands. I really like Battlefortresses, but I am not sure how to handle them. Further I am not sure if the sizes of my formations are "okay". The Commandoz/Flak addition is currently only for style reasons included (no Blood Axe Warband without Commandoz!). My current problem: I have to paint some stuff (9 Gunz, 2 Stompa, 1 Can, 2 Bommers, 3 infantry stands and the Landa) for this configuration - which anoys the hell out of me :D Furthermore I could splt the Big Blitz Brigade in favour of two normal sized Brigades. Again I am not sure if it plays well.

I am stuck. Any ideas for optimizing the list? There is nearly no time for proper testing this list (if I get lucky two more games to test 4K lists!)
