Without pods, then yes you would have to scatter each unit, potentially leaving them a long way apart . . .
Why not allow the formation to pay for pods??

they are talking about planet falling formations of skimmers with a transport capacity. pods are not relevant other than to say it would be less time consuming if such formations of skimmers had a rule that allowed them to scatter once like pods and not individually by unit as the rules require. Such a rule would be army specific and perhaps called "homing beacon". It would be confusing to call it "pods" because they would not be in pods and there would be no deathwind.
Personally I don't think it is necessary but I haven't ever played with them so haven't experienced e.g. extreme scatter that may sometimes arise
