I've been unable to find an answer to this question anywhere else-
How does a barrage weapon work out to-hit rolls for formations partly in cover? Does it have to declare that it is targeting units in cover, and so suffer -1 to hit for all attacks of that type, or is it a special exception?
To me it would make sense that, as the barrage weapons are shelling an area indiscriminately, cover wouldn't be an all-or-nothing thing as with normal shooting. My gut instinct would be to work out how many target stands are in cover and roll to hit them at -1, and how many target stands are out of cover and roll to hit them with no penalty.
If you must declare that you are targeting units in cover, as with conventional weaponry, can you split the AT/AP fire so that one suffers the cover penalty and the other doesn't? This is possible with conventional shooting, but a barrage is a special case in that it is one shooting attack able to hit both AV and Infantry targets, but which rolls to hit against each separately.

Section 1.9.8: "The Barrage table lists the hit roll required to hit each unit under the Barrage template. Roll to hit all units (friend or foe) under the template with the appropriate to hit values. In order to speed dice rolling we recommend rolling to hit all units of exactly the same type together, and then removing any casualties from those closest to the enemy first."
