Overwatch in the open rule?

There was a question the other day during a game.... do enemy shooting at OW infantry in the open still receive a -1 to hit? I can't see it in the TP but I'm sure we read it previously. Was it removed? If not, where is it listed?

Yes they do. See the Terrain effects table, p16 in the new TP.
