It means any enemy unit not just from the engaging formation, otherwise there couldn't be any formations dragged into an assault and it also states in the rule book that it's any formation.
from section 1.12.4

It is possible to position supporting units nearer than the engaging formation to stop any counter chargers towards them but it can be risky as it could lead to the formation being attacked being out of 15cm (engage range) and the attack stalling.
