Interestingly, this means that the closer you get to the enemy, the slower you move, as the ground scale increases but the speed with which you cross it does not. Which happens to be quite realistic in an abstract sort of way, as formations do move much more slowly the closer they get to the enemy. Of course it also means that terrain features can grow and shrink in size, but lets not talk about that

Actually, the terrain features don't necessarily grow or shrink in size.

What happens is simply the natural error in 40K rangefinding equipment imposed by weather and environmental effects. It's not that the terrain grows or shrinks, it's that its borders become uncertain as distance increases and the environment and communications difficulties increase. The power plant is somewhere in that area. Same thing goes for units.

This means that 40K scanners are terrible, but that just goes with the general wild inconsistency of the tech level. It's also a little weird for cover purposes, but that can just be explained as targeting inaccuracies. Jamming tech is nasty stuff.

Or user error.

Combat drugs. Lots of them. The closer the combatants get to one another the more they've slammed, this makes it much harder to read the scanners consistently and makes the nearby terrain seem all crazy sized.
