If you are in the middle of a wood or ruin, say 4cm in, can you fire out, and is it at -1?

Here's my understanding: Yes, you can. And no, it isn't.  :))

You can shoot through up to 10cm of terrain without penalty. If the target is in terrain, and you are shooting through less than 10cm of that terrain, the -1 penalty applies.

If your target is on the far side of terrain that is less than 10cm wide, its viability as a target depends on whether or not the terrain piece was designated as blocking LOS.

Correct.

Of course, if the firer and the target are both in cover, the -1 applies, but this is because the target is in cover--the firer's position in cover or out is irrelevant.

And, no, the attacker does not suffer the -1 to hit when firing *out* of cover.  The "to hit" modifier is based on the position of the target in relation to terrain.

Unless I missed something, that post with the rules extract states the same thing I had said, yes? Or is there something I'm missing?
