Just a quick question.  I've seen this decription used for army lists and entries.  What does it mean?

Lots and lots of small formations.

So one popcorn example would be a 3000pt Marine army composed of:

12x Land Speeder Formation
1x Tactical Formation with Supreme commander, Hunter & Razorback.

13 activations, all quite small, but very numerous.

You could do an even more numerous example by taking an army composed of 150pt Scout formations...

To me its having lots of activations, which by their nature are small, which allow you to have a large activation advantage. This can then be used to either save certain activations until later in the turn or overwhelm enemy formations by sheer numbers.

A lot of times they don't actually work all that well because they almost unavoidably have substantial weaknesses, but every once in a while you get the right combination of abilities and they are very nasty.

To expand on the theme a little, the main concept of a pop-corn army is to substantially out-activate the opponent, so a significant portion of the army can then be concentrated uopposed on part of the enemy forces.

The objective is to stay ahead in the relative number of activations in order to be able to repeat this on each turn; the danger is that the numerous weak formations are unable to inflict sufficient damage and are easily destroyed, reducing the capacity to acheive this aim.
