I can't see anything that dictates which player must place teleporting units first. Anyone know?

For example, a recent game highlighted the need for order in teleports when the Eldar Avatar was able to teleport in response to a Terminator formation's teleport, thereby placing itself between the Terminators and their engage target formation.

From my reading of the rules, this seems to be acceptable. What does the community say?

I've always played that the higher strategy rating chooses whether or not to place their teleports first.  Avatars aren't technically teleporting, but I always play it as happening in the same phase as such.
