the unit that are destroyed for 15 cm enemy unit are counted just after the withraw move or at the end of the turn?

Hack-down hits are applied immediately after the broken formation has made it's Withdrawal moves and finds that some or all of its units are still within 15cm of any enemy (including broken ones).
Note 'Fearless' units do not suffer hackdown hits.
