A unit starting a turn on overwatch status does not count as having activated. This includes both the start of the game OW and when it has been held from a previous turn.
If the unit uses OW to fire, firing is then considered its activation for the turn. It cannot activate until the following turn.
The player can decide to activate the formation instead of remaining on OW. The formation loses OW status and then rolls to activate normally.
