I'd field it as a battlewagon, since it has no readily apparent big gunz sticking out.
Or, if you really had a bunch of them, you could use them as trukks in a speed freek list.

I don't think it's the quirkes that give it flavor, but that's a different topic.
Primarch: Mekboy vehicles in the Speed Freeks list have powerfields.

Then why not use those stats for this model in general?
Or is it limited to that particular army list?
