does the disembark count as a move for the storm trooper or thay can move toward the enemy?

So if the Stormtroopers are within the transports, you can engage and disembark troops.

They disembark 5 cm and than they can move the full move to engage(15cm)?

If you check out 1.7.5, you will note that troops may either embark or disembark as part of each "move" that the formation makes. During a single activation, a Formation can make up to three "moves", either embarking or disembarking each time they move. In this case, the assault has a single move, so the troops can disembark at the end of it, gaining a further 5cms.

Formations also "move" when they Countercharge, after combat as Consolidation or if Broken as a Withdrawal. In each case when they "move", the troops have the option of disembarking or embarking.
