Thurgrim's Stronghold is completed and finished to our way of thinking, but one never knows if tweeking will be needed ?Gharmull, and Khazak are a work in progress, but I am getting close to a new update for them, and a re-write of Thurgrim just to make it clearer and remove some errors.

Hey that's three questions in one
Yes the same stats for the Doom Missiles and the Plasma Missiles is correct. At first we did try different stats, then tried the same stats, went back to different and then settled on the same as they were easier to balance between the two vehicles. We wanted all the SHTs to cost the same. Consider it a game balancing issue instead of a fluff issue similar to all power weapons being MW even though they have different names.
Missile Single Shot: For the SHTs it would have required the player to keep track of exactly how many missile had been fired, if I remember correctly it was four on the Colossus, so it was either put extra paper work on the player or down grade the stats so they could fire every turn. We picked the latter as being easier and more in line with JJ's KISS philosophy of design.
Lack of Shields: This is in part a design issue with GW, and in part a play balance issue for us. The present stats for the Leviathan in the Epic-A rule book has it with no shields and a DC-4. Also, we wanted the Squat SHTs to be used forward in direct support of the Brotherhoods in battle. So we did design versions that had shields, and versions that didn't have shields but more DC, playtesters by in large preferred the larger DC over the shields as it improved the SHTs support performance.

Yes, and you are correct this allows Thurgrim's to field them over the 1/3 limit, but restricts Khazak and Gharmul to a 1/3. All of this was done for reasons of fluff.
Thurgrim's list is supposed to be what the average Squat Stronghold Army would look like, and as SHTs are the backbone of that army they are not heavily restricted, though you must still get Brotherhoods first. Basically it is the only 'Tanks' they can get (But they are pretty mean tanks ), and fullfill a critical role in the army. In playtesting it worked well, even when players went SHT heavy, stuck in a Land Train, and some Goliath Mega-Cannons!
Khazak and Gharmul represent 'other then normal' Strongholds that depend more on something other then the SHTs for their main battle weapon, either through tactical belief, or iniability to produce them in large enough numbers. So they are restricted to create a different feel by forcing the focus onto something else, this is another of JJs design philosphies I happen to agree with.
On the table we have plans for a Squat Stronhold built around artillery as it's main focus, and then another who's main focus is SHTs.
