Two MRL-reavers and a sextet of Warhounds is right about 2700 points.
If those are indirect 3xMRL Reavers, that army is 3040 points... you'd need to drop two Warhounds to make it a legal force (Or take 5 Warhounds and arm them all with Inferno guns). Either way the army looks distinctly less impressive.
In contrast, an AMTL 2.0 army with two indirect firing 2x MRL Reavers, and Six Warhounds (All armed with the best weapons) costs 2800 points... that leaves plenty of points left over for SC Upgrades, Inspiring Upgrades etc.
Basically, that army is actually more brutal under the AMTL 2.0 rules than under the modular rules, IMHO, because it's a good bit cheaper, while the only capability loss is 1 MRL from each Reaver (Replaced by Carapace Pad).
I'm not saying that it's impossible to balance a modular weapons system when you're dealing with multiple models, but it's not going to be easy.
No, it's not easy, but it has been done before...

For comparison, count what the same armament costs under modular system (not different combination). Then compare.
Agreed.
A 2x MRL indirect Reaver under modular points is 710pts. Under AMTL 2.0 it's 650.

D'oh! A quartet of Warhounds would make the army 2700 give-or-take. Still not nice to face, although the Warhounds that would have to go would be a pair of AP/AT guys, drastically weakening the flank attack. Still, when balancing the modular costs, you have to look at the most broken variation and balance that in some way (either by limiting the number of certain configurations, or by some other means).
Maybe something like the system Infinity uses: certain weapons have a 'Support Weapons Cost'. Support Weapons Points, which are spent to buy support weapons, are determined mathematically based on how many army points you are playing with (in the case of Infinity, one support point per 50 Army points, but Infinity is based around a roughly 300 point game). Note that Support Points are NOT the same as Army points. A unit has both a Support Weapon Cost and a regular Army Point cost, and using that unit requires you to spend both army points and Support Points.
