I think that most new units *do* get added to lists, just not to existing, stable lists, it's my view that if you keep adding all the new toys to the main lists, you'll go down the path of epic becoming a list building game, like 40k and WFB and it will be more about who can get the best combos on the table rather than who can best use the tools they already have at their disposal

if you've got nice new models, you can always proxy them as other things in existing lists (Caestus as thunderhawks, storm talons as thunderbolts, sicarians as land raiders etc) I don't mind too much that I can't use ALL my toys in my IF army in a single force outside of friendly/narrative games, as long as they can all get used in a variety of lists

if people get bored of a list and want a new tactical challenge, they can take a variant out if they can't do what they want with an existing list, this keeps the lists distinct and prevents kitchen sink stuff with many units doing more or less the same thing

Take the red corsairs for example, they don't have access to the strong lesser daemons in part due to the fact that that in combination with deathwind drop pods would probably be just too effective, so reducing options helps stop power creep
