Go read the legal advice area on the GW site, it sets out what they expect regarding linking etc.

Linking to the various download pages also means that there won't be problems with file versions getting out of sync.

Keep backup copies - but I would link to them.

If they take them offline then you might have to produce a NetEA that is IP independent for legal reasons. We had a fight to host the original Mighty Empires rules and lost :S.
