As stated everywhere in the thread, we use LoS blocking area terrain of significant height, with local variations......

Written differently... Yes we still use line of sight. However our terrain does not use line of sight. So you would have a patch of ruined buildings on say a grey square. That whole square would be considered to be covered in ruins. So while we would use line of sight to see round it, we would say you can't see over it unless you are an aircraft or a popped up skimmer. Being able to see between two buildings is no good as we assume there are many more ruins there. Likewise being a tall titan doesn't mean you can see over because we assume ruined tower blocks are taller than titans, and we don't want to care about terrain shadows not let people move trees around in a forest to fit the models it, etc etc.
