A fairly comprehensive handbook sounds spot on. Would definitely buy such a volume- so much better than having various separate downloads and bits and pieces. Totally agree with your sentiments Mr Drop Trooper:

This is exactly what we need. But how can we push on with it? If GW is unwilling to go ahead, then I think it would be surprising if they blocked attempts by the very people keeping the game alive? Who can I and everyone else contact in GW to give an opinion?
The real problem with a perceived "lack of demand" for epic is simple though- you can't go into a store and see the miniatures or buy the rulebook. No promotion equals no interest generated, it's hardly rocket science.

But I digress...
