Personally I'm as much a modeler as I am a gamer...I always have quite a bit up in the air...I have three armies for WFB, 5 fleets for BFG, multiple Necro gangs and other random projects (just for fun)...Unfortunately I also have ADD...While it's great for other things it also means that I'll get quite a bit into a painting project and then stall as my attention shifts to another game...And sometimes I even just stall from painting in general (work gets heavy I get to tired to even want to paint )... With all of this, however, I have multiple fully painted fleets and armies...The key for me is that I have a set objective...usually a tournie or getting a large selection of new models... My best advice is to make sure that you are only working on one unit/ship for any given game system at a time...for example I'm currently working on my chosen knights, which means my marauder and Grave Gaurd units are still sitting in their boxes (ok, so the Grave guard is primed and next in line)... Or rather finish a unit for that game system before you move on to another for that system...basically it's not taboo (for me anyway) to switch games in the middle of a project just not to switch units within a game...Sometimes something will inspire you in another direction...You've been painting BFG/Epic and you watch Army of Darkness inspiring you to work on WFB...go with it...Inspiration to paint is often the hardest thing to deal with...

All good advice from others.
For those who are really procrastinators, I would say that a really good method is to enter a tournament that you know you need a painted army for - you'll hate your life in the last two weeks before the tournament, probably be utterly sick of the army and playing it by the end of the tournament (if you are playing 6+ games anyway) - and glad you did it all a month later 
Personally these days I like to get almost everything for an army together - assemble it - have the entire thing sitting on my desk (helps me visualise the overall look and gives me a sense of progression) and just keep working away until it is finished. I often do the interesting things first - that way I maintain interest. Alternatively I do those things which I know the scheme for first - so that when it comes to things I don't yet know the scheme for, I have a basis to work on to make sure the whole army looks llike a coherent whole.
Also, for most of my armies I have kept adding units to them over the years, and continue to do so. ?Last year I actually got a lot done despite a very full on year at university overall:
- added 60 stands of ork infantry to my epic ork army, scratchbuilt two landas, converted 8 battlefortresses, added some gunwagonz. - added two tactical detachments to my epic marine army, - added 8 gaunts to each of 3 tyranid 40k units, plus redid some gargoyles, added more armour plating to my warriors, painted up a unit of 10 termagants and the crashed imperial shuttle. - painted a complete 2000 point 40k marine army to match my epic marines. - painted a complete DBM ancients army (approx 200 15mm figures) to replace one I sold.
Right now I am working on an Iron Hands Marine Force for 40k ?(Hail the machine!). It will be painted/assembled very quickly and I have a tournament in two months as extra motivation.

I find one thing works better than all others:
Play. Nothing is more motivating to construction and painting than throwing down proxies or unpainted minis. I dislike playing that way and it ALWAYS makes me hit the worktable afterwards. It also focuses efforts on the exact minis that you wanted to field to begin with.

I totally agree with Neal, my Empire army keeps getting new painted units to keep up with my mates ever expanding Bretts.
Although being in the US at the mo, makes painting impossible. Although we have a 'Hooters' just down the road! YAY!

I've completed 3 armies doing this in the last couple of years. I've never done the "still painting on the day" thing, but not far off. And one of my teammates painted 200 Skaven in the 2 weeks in the run up to the 2003 Club Challenge...

I also have a policy of not using unpainted miniatures ever on the Epic gaming table.
