it's a very simple technique using basic material and no 'actual sculpting' (unless you sculpt your own master skull to start … but it's not hard to find a skull to copy!).
lots of tutorials for press moulding basics, this is an example:

for lots of skulls you just press the skull in again and again and again into the mould (so you remove it before the GS sets – lubricate it well) sticking the skull onto the end of a pin works well, makes it easy to pull out. once done you can 'mould' whole carpets of 6mm skulls just by smooshing green stuff into it – results are very flexible and can be applied to odd shapes, like the front of land raiders:

not actually sure where mine went, the only one that was a bit tricky was that pile of skulls (less reliable results, and the mould broke after a couple … but then i only needed one

100*50mm is a pretty big area and would take time to do at this scale, but im not sure you'd find a faster solution than this at 6mm.
