Ok, I recently picked up another nice-sized lot of some epic business (about 5k points) for $50 (thank you ebay) but a lot of it is already base-coated red. See em here.
First of all, how do you guys think these are painted? I have another 14,000 points of marines that I've gotten on ebay to paint, so I don't want to have a random quarter of my army just not matching the rest.
Second of all, since those clearly aren't done, how would you recommend going about making them blood angels?
Thanks for the help everyone, I'm not exactly a painting genious. Mich

Hi!
I usually just prime previous painted minis with white primer then paint them.
The results were good. Just be careful not to prime them to thick as to obscure detail.

It is difficult to tell, but they look like they have had a simple even base coat. If they have, the first thing that I would do is to do the unpainted ones the same way. I hate unco-ordinated minis!
A deep red ink wash and a simple highlight should bring out the force nicely, and then it is just details.
