Yup. I'm not sure on the bonuses; there are plenty of other possible special abilities they could gain, but the mechanic of risking 2+ initiative for a bonus is one I like.

Yes. It's 0-1, so there'll only be one, but there are several formations that have a supreme commander.

Titans are more limited than usual (1/4 of points rather than 1/3) and since the tasty air options also come under that banner I think you're unlikely to see more than a warhound or two.
As for in character, there's little evidence of Sisters allying with anyone other than the inquisition, and this is not an inquisition list, but some allies are needed to fill the holes in the list (AA and ranged firepower).
