disagree. should be alternative to thunderbolts in the current lists. there's nothing I've seen fluff-wise that indicates this is chapter specific and even if there is, a marine aerospace unit is important enough flavorwise to "liberally apply" :D

Not because it is "chapter specific" (which it isn't) but Dark Angels and Black Templars often operate alone without support form the other imperia lbranches.

But else: Yes every Space Marine list should have access to Storm Talons.

For Codex SM its a question of whether we want to keep it accessible to all - with available models, adding it to DA+BT is a question of balance as at present both are balanced with the weakness of no interceptor.

Wherever it goes, please 1 unit+1 statline. Stat it up as a fighter only

The Fighter is this one:

Space Marine Storm Talon Gunship
Type Speed Armour CloseCombat Firefight
Aircraft Fighter 5+ n/a n/a
Weapon Range Firepower Notes
Twin Assault Cannon 15cm AP4+/AT4+/AA4+ Forward Arc
Twin Heavy Bolter 30cm AP4+/AA5+ Fixed Forward Arc

Dark Angels and Black Templars need only to change the Hunter upgrade from 1-2 Hunters to only one Hunter allowed.

In all other lists: Should the Storm Talon replace the Thunderbolt or put in there in addition to?
If the Thunderbolt is removed what happens to the Marauder?

No BT+DA have boosts elsewhere (extra units, formations etc) all to counter the weakness of no titans+air cover. Add effective fighter cover and you need to re-test the list

Am I right in thinking that DA+BT aren't currently allowed to take the Stormtalon?

Is it not Codex marines only, at least right now?

Anyways I'd like to see it in the codex list as a Replacement for Thunderbolts. Players without a suitable scratchbuild can proxy Thunderbolts or 2nd ed Thunderhawks.

Hmm ok strictly it is an official update for Codex: Space Marines....this excludes every non-Codex Chapter...

I thought the mentors mainly fought seconded to various existing imperial formations as kill teams and other spec ops, no? If I remembered that correctly, then that'd be a better painted force as part of the crusade list :)

Wouldn't a list of all the newest and shiniest toys be better served as Minotaurs list instead?

The Mentors are test-beds for shiny Imperial newness. They don't fight as units often, but it does happen.

The list could represent Mentors + Other Guys, anyway.

Just make it very clear in the list that Thunderbolts model are perfectly fine proxies for Storm Talons, if they have to be there.

I can imagine newbs going "Storm Talon epic scale? I haven't got that, no fighters for me then :("
