EUK did a half-way house on this IIRC, giving a couple of the worst Exarch types unique statlines, but leaving the rest generic.

I think this is a solid approach, but I'd make the argument that the more powerful weapon combos should be dropped down in line with the others rather than the worst brought up. The fact is, Inspiring alone is easily worth their 25 points. The weapon is just icing.

Plus, if you compare 40K squad damage with and without exarchs, there really isn't that much difference. 4 aspects and 1 Exarch don't have 50-100% more firepower than 5 aspects. I understand the Epic-scale boost probably has to be a little bit disproportionate in order to maintain the appropriate flavor, but it's still awfully high at the moment.

Gotta agree with Neal; Exarchs are a great buy no matter what, compounded by the ability to buy two inspiring characters, which is nearly unique.

I agree, I don't think "specific" Exarchs are needed at all, I'm fine with the way they are now, just I thought I'd put the idea out there for discussion's sake as it came up in another thread.

The shrine-specific exarches look cool, but the only one who's not a definite upgrade is the Reaper exarch (who gets better in other ways). The increased points cost might make BT hosts worse rather than better?) I like the idea of downgrading the best rather than buffing the worst.

I do think that, unless extra attacks is simply removed from all exarches, that the Avenger exarch needs buffing. His extra attack is almost totally useless, making it very tempting to add another type even to Avenger hosts.

That's the thing, I've found the Avenger Exarch to be very useful: in either CC or FF the stand always has an extra attack; sometimes the enemies of the Eldar do initiate assaults... *laugh*

while interesting, I'm not sure I like the idea of specific exarchs for the reasons given by others. However, the howling banshee exarch having Sniper made me think: has giving banshees Sniper been considered as a way of buffing them against infantry without turning them into AT monsters?

A 4+ reinforced save fails against Sniper 4 out of 9 and against MW 4 out of 8, so I don't think it will have the desired effect.

On an abstract level, the extra attack will marginally discourage the enemy from singling that stand out in combat (in preference to others), which rather nicely represents the defensive improvements a Dire Avenger Exarch in 40k provides to his squad (viz. Shimmershield, Defend), as well as the pure killiness he adds (diresword, power weapon etc.), so I don't have a problem with it as it stands.
