If you do get a CC Troop into h2h, bravo, they should do well against a FF Troop. It's just easier and safer (because less enemy can hit back) to get a FF troop into firefight range, than a CC troop into h2h.
In that particular post, I wasn't actually suggesting that a close combat formation/unit should try to enter b/c with a defending FF formation, although I obviously agree with you. My Striking Scorpions do not want to be involved in FF with Space Marine Devastators after all

What I'm saying though is that if a unit which has superior b/c abilities compared to FF is facing a unit which has dangerous b/c abilities, it is still preferable to get into b/c in my view, in order to have the greatest possible change to cause casualties. I agree with you it's more risky, but some units, especially specialists, such as Eldar Striking Scorpions, don't really have much of an option.
Of course if you support them with units in the same formation with a good FF value, then it helps.
