Oddly enough, the best small-unit skirmish game I've ever played uses IGOUGO with 'overwatch' reactions:  Infinity.

FoW uses IGOUGO.

Even the old FASA games use a variant of IGOUGO (battletech and the Renegade Legion games).

There's nothing inherently wrong with it, but you need to have some kind of overwatch reaction in the system.  FoW has it (defensive fire).  Infinity has it (Automatic Reaction Orders, which let you do a LOT more than just shoot at someone).  FASA uses an initiative roll to determine order of action, which is then IGOUGO (IIRC).

BattleTech uses alternating activations with the number of units based on the relative sizes of the forces and units remaining to be activated.

Most of the old FASA games had damage applied at the end of the turn, that's a lot better than:

Side A moves and shoots the crap out of Side B.
Side B, or what's left of it, moves and shoots at Side A.

I'm still convinced alternating activations is the best way to go. Battlefield Evolution World at War has a great reaction fire mechanic as well that adds even more realism.

FOW may use IGOUGO but at least they do constantly write a new book and tell you to throw out all the old books.  That pisses me off more than anything.

I guess that is why I prefer the OOP rules for 40K, Epic, etc...
