I agree that in general the rules should be for all kinds of play, and they are. Around here we play at least 1/3 scenarios and would probably play a lot more if we weren't playtesting with a fair portion of games.

However, as Chroma pointed out, the actual army lists are specifically GT scenario lists. You'll notice in the rules the army lists are in the gaming/scenario section, not part of the universal rules. They are balanced for that specific environment, with an emphasis on the most common competitive point range (2700-4000). It's nice if you can take other environments into account in designing the list, but GT balance is mandatory.
#2 is that, in my personal experience, you are seriously shorting the estimation on the number of MW shots that show up in a typical army. At least locally, people cram as much MW weaponry into their lists as they can afford...
