Don't quote me on this but I read somewhere that it would be a compilation of all of the additional official rules, that have already been posted somewhere else like WD and BFG magazine or those that need some more explanation/clarification.
Like I said don't quote me on that though.

Armada replaces the 2003 Annual, which replaced Warp Storm. The original idea was to have an annual each year with all the new rules for the game, each year replacing the previous year and keeping it all together.
Armada is scheduled to bring together the ships and focus on the vessels. Armada will look at and brin together all of the ships which were not in the original rule book, so including the Marines, Necrons, Tyranids, new Grand Cruisers, etc.
In principle, I think that it is a great idea. It will mean that all the new players will have all the ships together, without running around trying to find bits of each fleet. My only confusion is that I am not entirely sure how it will be different from the 'normal' annual - which had new ships and rules.

UPDATE: Armada is scheduled for release in December.
True, Armada will have older rules as well, but the Annual had reprints of Warp Storm too.
