This must be one of the weirdest threads yet :) :) :)

I'd suggest bits of the small plastic ruins which used to come with the Epic bases stuck upside down - and the odd troop or two, preferably demons or trolls. Some greenery from the 40K jungle set could be useful too.

I meant the ground that is under the island. Not the top :).

I know - I meant buildings and troops hanging down from the bottom  :;):  :D
I have some on one of my Imperial Emperor Titans, let alone what I'd do for Tzeentch!

Styrofoam should fork, unless you mean expanded polystyrene, which is used in packaging. How large will this be?
Half a coconut could work as well; or a shooting range skeet; or a piece of wood filed to the required shape.

Here's my Warp Palace, by the way. I like to include promenading troops on Tzeentchian models.

Here is a link to a tutorial on how to make a floating island by The Terrain Thralls. Hopefully it will help you with your project ?:)

A preview picture of what they made:

Hena:  I did something like an altar on a floating island.  Unpainted pics are about half way down this page.  Brief description:

40x40mm card stock square
floral foam  (soft styrofoam-like substance used by florists to make arrangements)
glue
sand

Cut various notches into the card base and "rough it up" so the edges are uneven.

Cut a rough pyramid shape out of the foam with a 40x40mm base.  Glue it to the underside of the card stock.  Carve the foam to give it natural contours and match the edges of the card stock.  Basically, make it look like it was ripped from the ground.

Insert flying stand into the bottom of the foam to make a hole for future use.  Paint the foam with glue to seal it and give it strength (make sure you get up inside the hole in the foam).

Glue the altar to the top.

Paint a heavy layer of glue over the entire base and apply the sand (I laid it in bowl and buried it until the glue dried).

The sand will give both texture and additional strength.  You can obviously finish it however you want from there - flock the top with grass, add shrubs, whatever.
