They were some kind of alien race that BFG magazine featured in an earlier issue. Their ships were made from parts of the first Necron line.

..I believe they also have passing mentions in various other bits of background to the Fra'al, I think there are some in the 40k 3rd Ed rulebook IIRC... They were described as being piritical raiders I think, but were not developed much more than that...

Didn't the cruiser have something called a Ether Lance?
If I have remembered correctly, and it has, then that is the technology that is of an interest.
It sounds like it taps into the warp for its power in a similar manner to a wraithcannon. Now, the Eldar are really the only race who uses that technology on a regular basis. So, did they steal it from them? Develop it themselves? Or was given the info by the OO in the same way the Eldar were? How old a race are the Fra'al? Does anyone know?

Fra'al Battlecruiser
Battleship/8 20cm 45 3shields 5+ 3 turrets
Prow lances 45cm firepower 2 arc Front Dorsal lances 45cm " 3 arc front/left/right Ether cannon 60cm 2/special arc front
no points cost (special scenarios only) threat to all!
Ether cannon When firing the ether cannon roll d6 for each point of strength .
Roll less or equal to shield strength of target vessel = 1 point of hull damage ,the shields remain intact.
Roll higher =1 point of hull damage ,the target vessels shields are also overloaded -all are knocked down,place an approiate no of blast markers.
aganist Eldar, who have no shields the Ether cannon needs a 5+ to hit and will do one point of damage if it hits. The holo fields do not save aganist this, as the attack already takes the holo field into account. If the eldar craft has no holo fields the roll to hit is a 3+.
The LOCK-ON specil order has no effect on Ether cannon firing.
Fra'al regeneration
Can repair critical damage as normal.
In addition the may channel power to repair hull damage. Simply roll the dice normally for hull damage repairs, and replace one point of hull damage on the roll of a six.
Disengagement
Fra'al may disengage at any time without the need to roll.
If a Fra,al battlecruiser ends the turn with 2 or less hull damage points it will immediatly disengage.
Expert Commanders Always test aganist leadership of 9.
Fluff by Che Webster
The Fra,al deploy battlecruisers into deep space and use them to protect their worlds from orbit, usually single ships or in pairs to raid convoys or systems. No one knows why they fight this way, what technolgy they use or who they are.
the most significant threat comes from their ether cannon which firs e pulsed engry beam at a target ship. The ether beam corrodes the hull of the target ignoring shields.

Unfortunatly not!
I think that they were used for a BFG event at Warhammer world as a random event, and the rules put in the first mag as a space filler without actual building instructions only a few photos.
The model appears to have parts from the Blackstone fortress, the Imperial battleship and the old metal Necron destroyer from the first range.
Sorry I cannot help you further, although the model would/should be within my abilties to construct, I doubt that it would be worthwhile by the time that the parts were obtained (from mail order) and constructed and painted.
I am off work now for a few days though and will look into it and try to get you a precise figure.

A local player made some, but that's only because his father is (and now was) a GW dealer so he could get the pieces cheaply.
They're not worth making at GW bitz costs unless you just... HAVE TO HAVE THEM!
They're neat, but I still have Necrons to fool around with.
