Like certain styles of play with IG, that's just the way it operates. It doesn't need a high activation count.
Many of the activations it has are tough and will remain active until late in the game.
The flexibility of daemon summoning can keep a lot of otherwise weak formations as real tactical threats. When a normal formation is reduced to only 2-3 units, it's pretty limited in its options in the game. When that formation can summon 3-5 additional units, its utility is vastly improved.
What you see in tournament lists tends to be...
Retinues with small upgrades (decent-sized, tough, generalist formations)
War Engines (with their durability advantages)
Terminators (durable, obviously)
Larger but moderately priced support formations (balancing price and durability) or...
Small support formations with a few Daemonic Pacts scattered around and a small daemon pool
