Just be careful with use of webway assaults. Storm Serpents can be destroyed, and if something's coming out of the webway objective, I believe it can't even assault out if an enemy model is covering it with a zone of control. So putting a lot of formations in the webway may be a dangerous move.
Eldar can always declare an assault out of a 'Gate - this is one point that the comunity do agree on.
Many people insist that Eldar formations in the Webway must attempt to enter the battlefield when they activate, though there is still some debate about this. Equally The ruling on whether 'Gates can be blocked or not is still under debate.
So it is probably best to cover these questions in the '5 minute warm-up'.
For the Eldar, it is not mandated to use gates with these powerfull reinforced Guardian formations; they can march up to the middle of the table in one activation, and in this case, all you need to do is place the T&H objectives within 15cm of the centreline . . .
If you do intend to use Storm Serpents to insert the weaker off-table formations into advanced positions, then always get at least two (and the Wraithgate) to avoid being embarrassed.
Views are mixed over the number of off-table forces that are practical. Personally I don't keep more than 1.5 x the number of gates both because of the potential for blocking or destroying the 'gates, and also because of the reduction in activations that this imposes.
However, one strategy that has been used to good effect is to buy 3x naked Guardian formations and only the Wraithgate (500 points) which is swapped for the Blitz. Each turn, one Guardian formation exits the 'Gate into a defensive position, and between them they make a fairly cheap but effective guard!
