Everything listed here (including the latest Tau list, except for ghazguls titan list) are ok for this tournament. There will be probably a half-dozen or so others allowed as well.

That should be plenty of playtesting to allow it for 2013... assuming there isn't fundamental disagreement that can't be resolved... but we're all (or at least mostly) adults here, so with that much time and effort put in, I can't imagine that it won't be "tournament ready" by then. I know there are a couple of people around here that would love to get their hands on a playable Tyranid list.

Between now and Adepticon, there should be plenty of time to figure something out if you wanted to play. At worst, you can pick up a playable (although perhaps not extremely competitive) marine or eldar army up on ebay for really cheap... probably about the cost of one box of 40k marines. And yes, Necrons are allowed at this tournament.
That said, there are only 4 tickets left, so anyone who's interested, should buy them now.
